It may be years before some of them are able to liquidate their

debt, and I have no knowledge of the policy to be adopted by

His Majesty's Government in this respect.

A considerable sum is outstanding

nearly $20,000

in respect of Iraquians, who are only British protected persons.

I presume a claim on the Iraq Government will be made. There

are also a few isolated cases of aliens guaranteed by their

respective Consuls in Shanghai.
